CGWA Reinstates Earlier System for Non availability of water Certificate Requirement

The Central Ground Water Authority (CGWA) has reinstated the earlier requirement of obtaining a Certificate of Non-Availability (NAW) or Partial Availability of Water from the ji concerned water supply agency.

Under the September 2020 CGWA Guidelines, applicants were required to submit an Affidavit declaring the non-availability or partial availability of water from the local water supply agency, which had replaced the earlier practice of obtaining a formal certificate from the authority.

With the latest revision, CGWA has discontinued the affidavit-based system and restored the previous procedure. Applicants are now required to obtain a Certificate of Non-Availability (NAW) or Partial Availability of Water issued by the relevant water supply agency, as was mandated prior to the 2020 guidelines.

This revision is intended to enhance the authenticity and reliability of submitted information, as the assessment will now be certified by the competent water supply authority rather than relying solely on self-declaration. It is also expected to improve transparency and strengthen verification during the processing of groundwater abstraction applications.

Accordingly, applicants seeking a new CGWA NOC or renewal must ensure that the prescribed certificate from the concerned water supply agency is obtained and submitted along with the application, wherever applicable.
